BS 6229:2025 — Flat Roof Inspections and Testing

What BS 6229:2025 is

BS 6229:2025 is the British Standard code of practice for roofs with a flat or curved surface at a pitch not greater than 10°, with a continuously supported flexible waterproof covering. It covers design, construction, care and maintenance, and is written for surveyors, architects, system designers, principal contractors, contractors and clients.

It came into effect on 31 December 2025 and supersedes BS 6229:2018, which is withdrawn. This is a full revision: the principal changes are roof falls to achieve drainage, the thermal performance of inverted warm roof systems, and fire performance including fire classification of the roof system.

One practical warning. The clause numbering changed between the 2018 and 2025 editions. A specification or report still citing a 2018 clause number is citing a withdrawn document, and the number may now point somewhere else entirely. Where testing enters the design information

Clause 6 covers the exchange of information and the project schedule. That matters: it places integrity testing in the set of things a designer communicates to the installer at design stage, rather than something raised on site once the roof is down.

Two integrity tests, not one

This is the most frequently missed provision in the standard. On any project where a finished membrane is covered to protect it from follow-on trades and later uncovered before handover, one test is not compliance. The second test is the one that catches the damage done while the roof was out of sight — which, on a busy roof, is where most of the damage happens.

Every layer, as it is completed

The workmanship clause BS 6229:2025 · Clause 7 Workmanship As each layer of the flat roof system is completed, it should be examined and, if necessary, tested. Examination applies layer by layer, not only to the finished waterproofing. The clause also requires AVCLs, and breather membranes on a cold roof, to be sealed at all laps, at all penetrations and at abutments between roof and walls, and requires completed work to be examined and if necessary tested for conformance before handover. CLT roof decks — a markedly cautious position

Clause 5.2 BS 6229:2025 · Clause 5.2 Roof slab/deck materials The use of cross-laminated timber (CLT) decks in flat roofs should be designed out wherever possible. Where CLT is used, the clause calls for a finished fall of not less than 1:40, measures to protect the structure from moisture during construction, and roof finishes withheld until the timber is at a moisture content, through its full thickness, at which fungal decay does not occur - 20% is given as the recommended target. It closes by calling for inspection and testing regimes to be scheduled both during construction and throughout the service life of the building, so that decay can be caught early. Checked against the published standard on 2026-09-11. deals with slab and deck materials, and its treatment of cross-laminated timber deserves attention from anyone designing a mass timber roof: CLT decks in flat roofs should be designed out wherever possible.

Where CLT is used, the standard calls for a finished fall of not less than 1:40, measures in place to protect the structure from moisture during construction, and roof finishes withheld until the timber is at a moisture content, through its full thickness, at which fungal decay does not occur — 20% is given as the recommended target. It closes by calling for inspection and testing regimes to be scheduled both during construction and throughout the service life of the building, so that decay can be caught early.

Inspections: at least twice yearly

Green, blue and other specialist roofs are treated separately — they should be inspected in accordance with the designer’s original inspection plan.

The clause then sets out what an inspection covers: ceilings for signs of water penetration or condensation; external walls, eaves and soffits for movement; the roof itself for damage to or displacement of any layer, including the waterproofing, insulation, WFRL, surface protection and flashings; perishable materials such as mastic sealants and mortars; build-up of leaves, moss, plants or debris; and rooftop installation mountings such as safety barriers, fall arrest posts and harness bolts.

These inspections are also, in practice, a condition of most manufacturer guarantees.

Electronic devices — recognition, not a mandate

It is worth being precise about what this is. It is the British Standard acknowledging electronic detection as part of the flat roof inspection toolkit — not a requirement that every roof be electronically tested or permanently monitored. Anyone citing BS 6229 as though it mandates permanent leak detection is overstating it, and a specification built on that reading will not survive scrutiny. What the owner gets at handover

Clause 8.1 requires an owner’s building information manual on completion. If integrity testing was carried out under 6.2 g) but the certificates never reached the manual, the roof arrives with the owner undocumented. This is the clause that makes the test results part of the asset record rather than a contractor’s file note.
